I was thinking if we could have an undergraduate college in India with 50 students intake each year. The set-up is like this, students are asked to decide their course content themselves. Similarly, they would also be asked to decide as to what should be the bare minimum, that they should know to get the passing degree.
It's not a new concept, i guess already being used in some B-school abroad. It would produce some of the candidates of very high potential, with many entrepreneurs, leaders and more than that fellows at LEAST learning what they wish to learn. I guess, 50 outgoing students of this kind, are worth changing the country in a period of 10 years.

asking a 12th class passed student of age roughly around 17-18 to decide on his course content when he has no idea of industry needs or higher study needs & no work experience to figure out which courses are relevant...

I am not saying that the content once decided by students is like Lakshman Rekha. They are asked to decide the content after 2-3 months of their stay so that they get a broad idea of college life, can interact with their colleagues at other colleges and come to a consensus among them.
Students should be taken out for fun-trips regularly. This develops strong bonds between them. It is needless to say that there should be a 50:50 boy:girl ratio.
The course structure would contain lots of group projects pertaining to real life, field work, simulation etc. The sole purpose of the school is to bring out entrepreneurs and researchers.
Exams will be replaced by constant evaluation technique. This is because exams create a feeling of jealousy among peers.
